Axis minors HQs

Hi. Playing the side of the Axis in Fall Weiss II WIE v. 14 right now. It seems the Hungarian and Romanian HQs only have a maximum control range and unit attachment limit of 5 even though Germany has achieved Level 2 of Command and Control. Is this a fixed default setting for the minors? Am I overlooking something? Thanks in advance for the input.

It is a mod so I wouldn't want to talk for the designer (it might be best to post in the scenario design forum, as this one is for providing players with hints and tips) but it is standard in our official campaigns for Minors' HQs to have command ranges and unit attachment limits of 5, so it looks as though the same settings have been used in this mod too.

Thanks very much for your response. I've been playing Strategic Command WWII: War In Europe for close to two years now and was unaware the command range and unit attachment limits for minors was 5, at least in the official campaigns. I was sure it could be as high as 7, but that must be the case for one or another of the other mods.

I'm also still trying to figure out which forum is the best to post my questions in!
