[v1.26o2] Sum of budgeted BPs 10% lower than produced in previous turn

The total BPs allocated to the councils is 257 in turn 6 of the attached save, while 287 was expected according to what was produced the previous turn. I attach both turn 5 and 6 in a .rar. If I repeat the transition from turn 5 to 6, about 25% of the time the allocated BPs are lower than they should be on turn 6.
