Scenario 1940. Axis Side

Production Spiral.The small three-box scection is empty. Is also in other scenarios the box empty for Germany?
In the research section stand -7 ?

this is not the question.I can produce nothing and research nothing because it gives no resource points and to factory points.
At the other nations, this field is not empty in the first turn!

do you have this screen during move phase or production phase ? don't forget that you cannot produce during mvt phase

Yes.
during mvt phase

mvt ?

You can tested himself.Go to the game.Take the germany side, scenario 1940 and go to directly to the production section ! What do you see ?

That's the problem. You're in the movement phase. You won't see the correct numbers until the production phase.

Yes, you must be in the Production Phase to see the numbers. Also, if you are playing with the standard defaults, Germany is set for computer production. This means you will never see the German production phase as the computer will handle this automatically.
