Op Fire

On playing as Japan in the first moves after attacking a British transport why does Japanese fleets recieve OP Fire when traversing the Philipines Islands? There is only an American unit located there and the Japanese are not yet at war with the USA. Since you can have Japanese and American fleets in the same region with no hostilities then why the OP Fire?

Once you attack one of the Frozen Zones in the Pacific, Japan is at war with the WA which includes the US, so any WA units will Op fire if you move through their area.
All understanding comes after the fact.

there is no difference between the british and the americans.

once you attacked the british transport you are automatically at war with all the western allies, including those pesky philipine garrisons.
