Russia defeated but stats say no?

I managed to take over all Russian owned territory and when I invaded and defeated the last units in the last brown area owned by the Russians, I got a report saying destroyed this and that unit but it also listed a number of the units retreated? Where do the Russians retreat too? So a couple turns later I happened to look at the stat display showing units in production and units being repaired for all the countries. And the display shows Russia still has units being built and under repair? I double checked and there is no brown territory left on the map.
Where is this taking place?

I'd have to see a save of the game (you can send it to 2by3@2by3games.com). If they have no factories, the units shouldn't show in production. They should have been scrapped when the factories were captured.
