Retreat Bug

My opponent captured Southern India where I had 6 transports in port. He had subs covering every adjacent sea zone. My transports were not destroyed but fled to Ceylon. Is this a bug?

No bug, ships can evacuate a port and move through enemy ships during the evacuation as long as they can reach a safe area.
