Population

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

Is there any immigration or emigration?
Does a province have a maximum number of cities or set number?
Do these cities have a maximum size?

a) I suppose we should think of immigration/emigration as being part of the reason population growth goes up when you have high national morale and down when you have low national morale.

b) Each province has one city. Think of it as an abstraction for all the capabilities of the province. (ie. the farms aren't actually inside the city...)

c) Cities have a 'default' maximum population (different for different cities), which you can affect by building the "roads" improvement (think of roads as general infrastructure: they affect not only movement, but also the difficulty of constructing otehr improvements and population limits). The number of units a city can hold is a seperate thing, controlled by the 'walls' improvement - a city with 6 walls can hold 6 divisions.
