Question "Here and Now"

This is a new one on me.. the message says "TF may not unload here and now."

The scene is Port Moresby, Feb. 42. I had six IJN TFs on various missions landing the 2nd Div. and 5th Engineer Rgt at P.M. It would fall on the subsequent turn. I got the above message. It did not specify which TF, but apparently referred to only one. There was one Allied ship in the port, an AK heavily disabled by previous naval air strikes. No other enemy activity apparent. So what does the message mean, please?
