Question from a Newbie

I am on my second game (playing as Japan) and was wondering what the number following the slash represents in water transport capacity? In other words, when a transport is shown as 25/5, I assume that the 25 represents the capacity of that transport ship to carry troops, tanks, artillery, etc. (similar to the railroad capacity in each province), but what does the 5 represent? Thanks!
