waste formula - what counts ?

waste formula - what counts ?

Newest edition printed update suggests formula for waste is basically:

# provinces (not protectorates) less 30 x 3% = waste

update provides if you have 5 or more (or more than 5, I forget) courts in a province, that province doesn't count towards waste.

Can anyone confirm that this means that such a province does not count towards the "# provinces" in formula above?

Yes, that is how it is supposed to work. My experience with the latest beta confirms that it does work.
