I was wondering if there was a number value to each of the fleet size choices on the starting screen.
They are:

Small
Medium
Large
Larger
Very Large
Super Large

I tried looking through the manual, but did not see an answer.

Has Krupp Armour tech changed then?

That used to give a massive decrease in penetration that took 2-3 AP techs to recover from, which isn't shown above.

I'm not saying that you are incorrect - but you don't appear to have factored in Armour tech improvements, at least some of which offset the AP techs.

Note that there may also be incremental improvements in armour quality that don't come from techs which would also make AP techs appear to do nothing.

Consider the -3 quality guns to be old style black powder weapons, possibly even muzzle loaders.

Absolutely.

You get into a short range knife fight (at night or in poor visibility) and the AI can't handle it.

I believe spying can have tech steal events but their fairly rare? I didn't see many from RTW2.
