This sounds like a bug, considering how every other job works - have you reported it ?

(The worst thing about advisors is probably how easy it is to forget about attaching/detaching them...)

it would be yet another bug if the estimated troops can only go up, but not down BTW, from the above testing, there's no bug like this here, just lack of me paying attention : at least one of these 3 different troop counts can indeed go down : as I have seen during this specific test for the one us...

What is their happiness ? Is it someone governing a city with bad population/worker happiness ? How close are their profiles to yours ? Their factions' ? But most of the time you can just... open you one you got with the game / latest update.
(In the /ShEmp/Manuals/ folder.)
And for those that go through the Launcher instead of directly opening ShadowEmpire.exe, there's a Manual button there, opening it !
