The answer also depends on what you set your victory conditions at: there are 5 or 6 different VC settings. If you've set 50% planet control you need to take 50% of the planets one way or the other, either conquest, colonization, or both.

Play the game for about 7 years and colonize a few more planets. The private sector doesn't really ramp up for a while, then let us know what's happening. The player has no control over private sector ships, so you're completely at their mercy & there's nothing much you can do about it.
