Skunkpuppy,

chances are this is because your Troop Transport is out of fuel. Military ships, including transports, cannot attack when out of fuel.

My galaxy generations don't do this. I haven't ever restarted and created a new galaxy due to this problem. Is it possible the problem is on your end, a corrupted installation? Did you, for instance, use any mods that changed files?
