Are you telling me a fleet of 50 ships when told to refuel wont crowd around one tiny ship with inadequate docking bays?

Resupply ships are usable in enemy territory.

Ill admit starbases are a huge exploit. What is the role of starbase even? Jack.of all trades? Well ill have to try this for myself

Luck. Independent colonies really skew early development. Try putting independent colonies to rare setting.

Also lucky effects of exploration. In my current game the ackdarians are twice as big as any other realm and that is due to them following the way of darkness

Maximum troop stats?

So in my game I have managed to elite infantry troops with ~540 atk and 430 defence. Its also not the max since if use them they get even better.

is there a table of troop stats i can look at?

Justt change the tech trees so that its not so easy to rush branches by having more cross over prerequisites.

Also you can adjust the relative cost of research in the custom game menu
