How do boarding pods replenish?

I used up all my troops on my pods and I figured I had to go load more at a colony. As I was about to do that, I noticed they had already replenished.

What's the mechanic for this?

You have to manage fleets manual in the settings and you don't have to automize the fleets by clicking the symbol.

Is that in the empire policy settings?

I had this happen to a port that had been damaged by pirates. Docking and cargo bays non operational.

Scrapping and rebuilding was the easiest way.

Refueling ship design?

Assuming size 4-500, how many cargo bays and docking bays?

I just realized I need these due to my far-flung war mongering :).
