I did a reboot but same thing. I am going to leave the screen up for a white. task manager shows .3% cpu

I get to the splash screen with the plane and the tank and then it just sits there..

at first I got a screen resolution error. it was on the middle selection and I changed it to the bottom.

now I get this screen and no further.

And they don't have to worry about being in c3. Divisions are fighting at full strength all up and down the front!

It may be that the AI cannot figure out anything related to the air war and you have to micro manage every little aspect when all you wanted to do was overrun Metz on the fly and cross the Rhine.
