I have this working as a mod now, it's a minor redo of Reb Bugler's Bugles and Flags XIX mod to give it a wood look and to make it look a bit more pleasing to me. I was able to fix this by hacking the main UI xml file and moving the options button on screen.

Don't select 3840x2160 even if that's your native monitor res, it will break the game badly.

Next thing I can find: the hex filter that darkens squares for the enemy territory and where you can't move hexes. I looked through everything again and can't find them, which means they're probably staring me in the face again. Any suggestions welcome :)

I watched several this last turn, they are repairing hexes, they're just not showing that they are, it goes from the rail marker to repaired and each turn it's sitting on the hex it just fixed, or it's fixing the one it's sitting on ...
