this scenario is a hot mess with way too many needless and non relevant units spread out throughout the area of operations/Europe/West Asia . over 7000 AU with no clear goal set.

there is a surface unit you can use called: Mobile Offshore Base (Battle Island) (Hypothetical) You can build off of that perhaps?

got an error when inserting a unit in editor mode and switching between types and subtypes for facilities and ground units

The new scenario file you pm'ed me appears to work as intended. I went as far as "Nato turn three" with no apparent flaws.
