I too wondered why all my spies constantly got lost without being reported to have been captured. And I just didn't send them anymore. However, in a recent game I observed as well that constant rearranging of zones by an AI in war with me. So that might actually explain something. Among other things...

I experienced the same effect with trade agreement that was, however, limited to the same turn I played plea for friendship in. Next turn it was actually easier than before.

I think such priorities should be made manageable by SHQ and OHQ settings where OHQ demands can override a general SHQ setting. For some OHQs in certain it might be needed to prioritise e.g. fuel over recruits or as said food over everything and so on. I would eventually also like to see to able to ...

Interesting for me they demanded 48% positions. Would be nice to have that number in the proposal. Also, in your screenshots your staff is not affected. Or you go to reports (F7). The Overview lists what all councils are up to. You can also go directly to Reports->Organizations and look up that specific council.

Being somewhat late to the party, I can't get this working. It replaces the water, but not the rest. So I end up with the more sepia water hexes and the very colorful land hexes.

Has there been any other solution so far?
