Agreed - the options could be varying amounts of max logistics points for a certain sum of money. They can be 'magic' points on top of the ally's natural LPs, so it's not gameable, or maybe you use your own trucks and their roads temporarily count as yours for calculation purposes, so it's even less...

Agreed. I think for simplicity the Low/Normal/Elite system should be scrapped and replaced with just picking what models are allowed. Having a selector for what minimum XP replacement troops are allowed to have is nice in theory, but it would never be used in practice. Having a "swap unit"...

Bug: National budget gets reset to arbitrary values if a council gets 0%

Setting a council's budget to 0% will cause it to be silently reset the next turn, affecting the whole national budget, like so: Supreme council 20% / Foreign affairs 0% / Military research 20% / ... -> Supreme council 17% / Foreign affairs 11% / Military research 17% / ... It happens on both 1.26j3...
