I can see that happening. I also had problems with orders that became very stupid because the origin of movement suddenly sifted couple of provinces.

I tried plunder order while as France sieging Wien. But what happened was that Austria surrendered and my troops got bounced out of her territory. Result was that my troops end up plundering own territory.

Is this WAD?

I've found a reference saying Russia has 6 Cossacks at one specific time. Is this the maximum number of counters?

Aus and Pru have both only 1 Fk?

How many Freikorps/Cossak counters there are in the game per country?

Im mostly intrested in Prussia's counters but other info would be useful too.

This was also one of the major problems of Master of Orion 3. And I'm sure you all know how that turned out.
