1941-45 Campaing Alt VC260

Heading into Turn 88 with 264 victory points (as the German player). Scenario didn't end and no Victory screen. Did I miss another condition? Anyone else notice?

I thought when you upgraded a unit to a new unit type, it would have the correct characteristics of the new unit type. But I have found that is not true - an infantry unit can not become a tank and so on.

Was it always this way?
