Britain has been conquered for a while. I have garrisons wherever partisans would be. But all its towns stay at supply 3.

Is there a reason for this, or something I need to do so they recuperate?

My units attack, hitting the militia once, and the infantry once.<br/>
One of my units has not fired. When it fires, it shoots at the militia, instead of the infantry. <br/>
