Strategic Command WW II

I have done everything I can think of concerning production of units in the scenario 1938 Calm Before the Storm. The unit section is always red and when I pick a unit to build (I have more than enough to purchase) the purchase does not go through. The purchase tab at the bottom never lights up. I also checked for updates. What do I do to produce units as the German or Italian?
