FM09: Data Structures and Editing – How to edit or build data sets
FM10: Weather Setup – How to add in weather from other locales

Are they a separate download ??

Am keen for the "Map Construction" FM.

All of those are in work, starting with the Content ones for Scenarios, Battle Plans, and Campaigns. I am behind on those getting done due to several hurdles on my end, but I am back on them now. I will follow up with the Modding Doc after that.

I have a fresh Steam install with the current release version ( 2.1.4.8218s) and I can not seem to find FM07, FM08, FM09, and FM10.
Where can I find these manuals?

7 thru 10 are in work now. One done, one in review, one getting cleaned up for review the last one is in work. The plan is to release them when done on the Matrix Games site and then get them into the last Southern Storm update.
