pirates setting in game generation

for my first game, I've set both the pirates and space monsters setting to none, expecting that none means none of them appear in the game. The first pirate faction I met in my game was probably related to the human story line, a ghost pirates faction. But since i've now encountered the second pirate faction early in my home system, I wonder if those settings are working at all as intended. I'd like to play at least my first game without having to deal with them.
Another minor thing I noticed is that the starting location in galaxy generation is not saved like the other settings, it is always set to random.

The pirate base in the home system isn't a normal pirate faction. It's an automated defense system that leaves you alone if you leave it alone. It never demands tribute etc.
