Where's the fleet's home base? Do you happen to have a save from before you noticed this fleet was assigned its target?

Can't build space port even though I have enough money and resources

Version 1.3.0.2

On colony Wunai even though the space port button is not greyed, when I click nothing happens.
Could this be because my colony is in enemy territory ?
