Does the troop cloning facility accelerate troop recruiting speed?

My understanding is that the troop cloning facility allows, where it is built, to recruit/train infantry units as strong as the strongest infantry unit in the empire. But in one of his video, DasTactics mentions that it accelerates the speed at which troops are recruited/trained.

I can't find anything about an acceleration anywhere (Galactopedia, tooltips, forum). Yet, in my new game with the current beta (1.2.1.2), one of the first advisor’s suggestion is to build one at the capital. I have 2 colonies (both with Ackdarians only and without any facilities). Which suggests to me that maybe the cloning facility does indeed accelerate troop recruitement (otherwise, why suggest to build one at this stage of the game?).

So does anybody know for sure: accelerate or not?

AFAIK acceleration is provided by population count and generals, not sure if the former applies to the cloning facility too. So usually the AI will work towards having the homeworld as the recruitment center at the biggest world.

It does not according to the game files. DasTactic is either wrong, or you misunderstood what he said?
