Slow AI empires with advanced starts...

Has anyone noticed that if a game start is set to Tech level 7, that the NPC empires barely make any progress? Most are stuck in a stagnation and barely expand.

Anyone else see this issue and/or have solutions?

Because they lack the resources to build anything and the cost is too great... that is why.

Maybe bolus them cash and resources in the editor at the start of the match?
