Help on Stacked Units

I just bought the game and am not understanding how to cycle between units in a stack to move or assign orders.
As of now I have to move the top unit before I can get to the units below and move them.

Use Hotkey C to bring the bottom unit to the top of the stack. Do this until you get to the unit you are looking for.
