Strange combat result?

Here is a combat result from a multiplayer game. I fail to understand why the Germans end up with an attack value of 49?

They should have 8 from artillery, 17 from units, 100% coordination = 25, not 49? Why is their value doubled?
(The battle took place from open steppe into open steppe, no hexside obstacles).

What I also don't understand is why they get a +3 shift for their air attacks instead of a +4 shift? Both air attacks should give +2, and yet when I hover my mouse over the combat shifts, the tooltip tells me the germans received only +3 for air attacks? (I often encounter the same issue with anti tank units, who supposedly should have half of the attacking enemy's armor shift, but often fall one armor shift point short of that?)
