Firing From A Building

Not sure where this belongs...

Playing Rangers Hold Fast as the Americans.
The building hex (row 4 col 5 from the left) holds 3 6-5-6 squads, a LMG, and a Ldr.
When firing during the Defensive Fire Phase, only 1 of the squads fire (w/the LMG and Ldr).
The other two squads cannot fire, at any hex.
Is there some rule I missed?
