Close air support dialog question

In the close air support dialog, many of the air units are white yet they are not available. Shouldn't the all unavailable units be greyed out?

If you don't have any Air Power points (listed in the Unit List), then all the airstrikes will greyed out until you receive Air Power points.

Usually you will receive a notification about them becoming available and the Air Power will trickle in with randomized number every turn once they are.
