On This Day

19 July, 1967

The Cessna A-37 Dragonfly, or Super Tweet, is an American light attack aircraft designed and produced by the American aircraft manufacturer Cessna.

It was developed during the Vietnam War in response to military interest in new counter-insurgency (COIN) aircraft to replace aging types such as the Douglas A-1 Skyraider. A formal United States Air Force (USAF) evaluation of the T-37 Tweet basic trainer for the COIN mission was conducted in late 1962, after which it was concluded that it could be modified to effectively perform the role. The attack-orientated A-37 was directly derived from the T-37, roughly doubling in both all-up weight and engine thrust as to permit considerable quantities of munitions to be carried along with extended flight endurance and additional mission avionics. The prototype YAT-37D performed its maiden flight during October 1964.

Two days underway, Project Combat Dragon was the combat testing of the A-37A Dragonfly at Bien Hoa Air Base by the 604th Air Commando Squadron. The testing ran from 17 July 1967 through mid December.

In testing, the A-37 was shown to be relatively low-maintenance, accurate, and suffering relatively few combat losses. It was able to engage targets at speeds roughly 100 miles per hour slower than swept-wing fighters and by doing so improve its bombing accuracy; pilots were reportedly able to achieve an average accuracy of 45 feet (14 m). While the aircraft's slow speed was feared to make it more vulnerable to hostile ground fire, the A-37's relatively small size, atypical speeds, and relatively low altitudes combined to make it somewhat hard to effectively hit with gunfire. The A-37 required a relatively low amount of maintenance compared to contemporary fighters—only two hours of maintenance for each hour of flight time, six times less than that of the McDonnell F-101 Voodoo, for example.

Having proved to be effective in the theater , in August 1967, 25 A-37As were deployed operationally to Vietnam flying "air commando" missions, including close air support, helicopter escort, FAC, and night interdiction. Combat loads included high-explosive bombs, cluster munition dispensers, unguided rocket packs, napalm tanks, and the SUU-11/A Minigun pod.

The A-37 largely operated over South Vietnam, as well as in neighboring Laos and Cambodia.

By the war's end, the A-37 had flown over 160,000 combat sorties, during which only 22 of the aircraft were recorded as lost due to combat. The A-37 remained active in the theatre right up until the Fall of Saigon, shortly prior to which efforts were made to retrieve as many as possible before they fell into North Vietnamese hands. As a consequence of the North Vietnamese seizure of Da Nang Air Base at the end of March 1975, their forces captured large amounts of stores and equipment, including 33 intact A-37s. On 28 April 1975, several of these captured A-37s were used by the North Vietnamese to attack Tan Son Nhut Air Base, still held by the South Vietnamese.

Lieutenant Dieter Dengler was a German-born United States Navy aviator who was captured during the Vietnam War. After six months of imprisonment and torture, and 23 days on the run, he became only the second captured US airman to escape during the war. Of the seven prisoners of war who escaped together from the Pathet Lao prison camp in Laos, only he and Thai citizen Phisit Intharathat survived.

The story of Dengler's capture and escape was later depicted in the 2006 epic war film Rescue Dawn, which starred Christian Bale.

On This Day

21 July, 1954

The Geneva Accords were signed in Paris. The accords called for a cease fire in the war, the independence of Vietnam, its division at the 17th parallel of latitude into two provisional states, North Vietnam and the State of Vietnam (South Vietnam), and the establishment of a demilitarized zone 10 kilometers (6 miles) wide separating the two provisional states. Viet Minh soldiers were to withdraw to the north and military forces allied to France to the south. Free movement between north and south was granted for 300 days.

The Final Declaration stated that the demarcation line at the 17th parallel between North and South Vietnam was only "provisional and should not in any way be interpreted as constituting a political or territorial boundary." Elections by secret ballot were to be held in July 1956 to unite the north and the south into a single country. (In his autobiography published in 1963, Eisenhower noted that "had elections been held as of the time of the fighting [1954], possibly 80 per cent of the population would have voted for the Communist Ho Chi Minh ... rather than chief of State Bao Dai." This clearly indicated major difficulties for any candidate other than Ho Chi Minh in those 1956 elections.)

Neither the United States nor the Viet Minh were pleased with the Geneva Accords, the U.S. because Vietnam north of the 17th parallel was given to the communist Viet Minh, the Viet Minh because, despite their military victory, they gained control over only one-half the country. Under pressure from the Soviet Union and China, the Viet Minh (hereafter called North Vietnam) signed the agreement. Neither the United States nor South Vietnam signed the Accords. The U.S. only "took note" of the Accords and promised not to "disturb them" by the threat or use of force.

On This Day

23 July, 1967

The 1967 Detroit Riot, also known as the 12th Street Riot, was the bloodiest of the urban uprisings in the United States during the "Long, hot summer of 1967". Composed mainly of confrontations between Black residents and the Detroit Police Department, it began in the early morning hours of Sunday July 23, 1967, in Detroit, Michigan.

The precipitating event was a police raid of an unlicensed, after-hours bar, known as a blind pig, on the city's Near West Side

In the early hours of Sunday, July 23, 1967, Detroit Police Department (DPD) officers raided an unlicensed weekend drinking club (known locally as a blind pig) in the office of the United Community League for Civic Action. They expected a few revelers inside, but instead found a party of 82 people celebrating the return of two local GIs from the Vietnam War. The police decided to arrest everyone present. While they were arranging for transportation, a sizable crowd of onlookers gathered on the street, having witnessed the raid. Later, in a memoir, William Walter Scott III, a doorman whose father was running the raided blind pig, took responsibility for starting the riot by inciting the crowd and throwing a bottle at a police officer.

The riot exploded into one of the deadliest and most destructive social insurgences in American history, lasting five days and surpassing the scale of Detroit's 1943 race riot 24 years earlier.

Governor George W. Romney ordered the Michigan Army National Guard into Detroit to help end the disturbance. President Lyndon B. Johnson sent in elements of the the United States Army's 82nd and 101st Airborne divisions.

Some analysts believed that violence escalated with the deployment of troops, although they brought rioting under control within 48 hours. Nearly all of the Michigan Army National Guard were exclusively white, inexperienced militarily, and did not have urban backgrounds, while the Army paratroopers were racially integrated and had seen service in Vietnam. As a result, the Army paratroopers were at ease and able to communicate easily in the city while the National Guardsmen were not as effective. The National Guardsmen engaged in what they said were firefights with locals, resulting in the death of one Guardsman. Of the 12 people that troops shot and killed, only one was shot by a federal soldier. Army paratroopers were ordered not to load their weapons except under the direct order of an officer. The Cyrus Vance report made afterward criticized the actions of the National Guardsmen, who shot and killed nine civilians.

Tanks and machine guns were used in the effort to keep the peace. Film footage and photos that were viewed internationally showed a city on fire, with tanks and combat troops in firefights in the streets.

The riot resulted in 43 deaths, 1,189 injured, over 7,200 arrests, and more than 400 buildings destroyed.

The scale of the riot was the worst in the United States since the 1863 New York City draft riots during the American Civil War, and it was not surpassed until the 1992 Los Angeles riots 25 years later.

24 July, 1954

John Foster Dulles was an American politician, lawyer, and diplomat. A member of the Republican Party, Dulles served as United States Secretary of State under President Dwight D. Eisenhower from 1953 until his resignation 1959 (due to his colon cancer diagnosis) and was briefly a Republican Senator from New York (State) in 1949. He was a significant figure in the early Cold War era, who advocated an aggressive stance against communism throughout the world.

Commenting on the Geneva Accords and U.S. objectives in Vietnam, Dulles said "The important thing...is to seize the future opportunity to prevent the loss of northern Vietnam from leading to the extension of Communism throughout Southeast Asia and the Southwest Pacific."
