Why are these numbers displayed over the image and what do they mean?

That is an option you can turn off. Options - Unit List - Track ID's

They identify the Track ID of the unit and the track id of the company it belongs to.

Extremely useful for Lua scripting

Were they ON by default? Could be switched OFF for 1.1 UPDATE, I guess. They are there for scenario developers, especially, as Jason mentioned.
