So this is my current big puzzle.
How to refit trucks efficiently when playing the Axis?

I put an extra corps HQ I have in the winter of '41/'42 next to Berlin as it is an NSS, put it to supply priority 4, and the HQ is connected to OKH.

On the NSS(I guess any do but Berlin in this case) I put an Armored division (22nd pzd) on refit, but it seems almost impossible to get the trucks to come from the pool(which has 10k laying around) and fill a division up, even on an NSS.
Why? Am I doing something wrong?

There are a few moving parts to this puzzle but its never easy.

1) if you have a decent truck surplus, a couple of turns on a NSS will do the job
2) but only bring one truck heavy unit at a time to the map
3) if you don't (& 10k is tight due to how the routines work), look at the depot tab in the CR. Try to spot one that ideally has a stock of unused trucks, or (less good) has a lot of trucks but they are in use. Redeploy the formation to that location
4) in the end using the NSS works but its a bit random and certainly not a simple case of do this and that happens.
5) its a bit of a pain but the alternative would be to lock up a lot of trucks in the reserve, that in turn would reduce the on-map supply systems, sometimes for formations you have little interest in

edit - key bit is an NSS can often function with no trucks, in the main its interaction with the rest of the game is via the rail net (depot-depot). So you create a demand with your Panzer division but the system has to free up the trucks and get them to the NSS for you to draw into the unit. Thats where the less than linear bit lurks

so a static corps, that is not really using supply (no ammo, limited replacements etc) doesn't generate the sort of demand that will bring in the trucks automatically. Oddly the longer it is there, the worse as turn needs are so low

Thank you and it is somewhat what I have been suspecting. I think this game needs to have some sort of a truck priority system since it's often absurd how important trucks are and how difficult it is to get them.
This has been in my mind for like 2 years.

It needs a tank priority system as well!!

Either a truck priority system or independent TOE setting for trucks would be great- it could replace the static setting and temporary motorization setting.

it is very influenced by how you have the systems set up. I don't want more micro-management tools to be honest.

So in this game I had a group of Pzr divisions that wouldn't shed their 1941 foreign tanks despite having a reasonable stock of PzrIV etc in the pool (there is a reason for this - see the manual as to what goes on).

So back to the AR, each turn I brought back one and shifted my arrival hex to a new NSS for each turn.

I have a small global truck shortage and 10k in the pool (& the usual mass waiting repair), the 18 Pzr division has an opening MP of 40, so off back to the front it goes with its shiny new modern tanks.

Putting them on the Vienna NSS with a Corps HQ attached to the Slovkian High Command will ensure more rolls aren't missed would be my recommendation instead of Berlin without any HQ's. Here is an earlier picture from my game and filled up nicely the next turn with one still on the train & passing there rolls as I experimented with this.

95,532 in Repair O.O wow.

So from your experiment - did it make a difference whether the unit was on the train or not ?
