Non-Steam version of War in the East 2

I own the Steam version of War in the East 2.
I no longer want to constantly log in and be online.
I would like the normal version.
Is there an inexpensive option?
does anyone here have an idea?
I don't necessarily need the physical manual.

I would wait until it comes on sale ,which it does pretty regularly.
Other forum members might know when that happens, usually round holiday times from memory.
Alternatively can't you just go offline with Steam?

But I would like to get by completely without Steam.

The best Grigsby sale was probably his Anniversary with Matrix.

I definitely see the point about Steam. I no longer reside in the USA/UK. I can see a day coming when I am determined to reside in an "adversarial region" and my Steam content will be deglobalized. As HOI4 is being used to train future generations to lay siege to The West.

Thus, it is nice to have just your Matrix key, the installers, and patches. The main value proposition of Steam for the big titles is the Workshop.
