Soviet Engineer-Sapper/Construction Question

First a disclaimer: I am playing with my modified scenario where I took all build limits off.

I'm basing what I need for my Red Army on how many Front and Army HQs I have. I'm in October 1941 and currently have 44 Army HQs. Based on the 44 Army HQs, I had initially decided my Red Army Engineer unit allocations as:
- RR Construction Brigades - 2 per army for a total of 88 with 22 extra as reserve for a grand total of 110
- Engineer-Sapper Brigades - 25 assigned to STAVKA
- Engineer-Sapper Regiments - 50 assigned to STAVKA
- Engineer-Sapper Battalions - 4 per army for a total of 176 with 44 extra in reserves for a grand total of 220

Currently I have built no RR Construction Brigades since I don't have any railroads in need of repair in 1941.

The Engineer-Sapper Brigades I'm going to use to repair factories that have been relocated.

The Engineer-Sapper Regiments are being used to build new depot railyards and air bases.

The Engineer-Sapper Battalions I'm using in the armies to help divisions build fortifications.

I also can build Construction Battalions but really didn't know what to do with them but comparing their TOE with the
Engineer-Sapper Battalions I relized something and thought I'd ask here if this was worth pursuing.

The TOE of an Engineer-Sapper Battalion is:
20 - Engineer-Sapper Squads
4 - 7.62mm Maxim Machine Guns
16 - Support

The TOE of a Construction Battalion is:
50 - Engineer-Sapper Squads
5 - Support

There's more than twice the number of Engineer-Sapper Squads in the Construction Battalions and instead of needing
220 Engineer-Sapper Battalions I'd only need 110 Construction Battalions (2 per army with 22 in reserve). I know
the math isn't correct but I just went the easy route and went for the 1:2 swap.

Before I implement this the question I have is:

Would 1 Construction Battalion equal 2 Engineer-Sapper Battalions and would 2 Construction Battalions do the same
work helping the army's divisions build fortifications as the 4 Engineer-Sapper Battalions?

I'm also thinking that around 1943 I won't need to have defensive fortifications and I can disband the Engineer battalions.
I'm hoping by that time the water pistols my Red Army apparently has will be replaced by actual rifles.

i don't think there's anything special about Sapper versus Construction in the unit name, relative to their ability to do construction. I assume they all use the construction value for the unit in determining what they get done with building and repair work. So compare the construction value of the unit per 100 men in the unit to decide what is more efficient. I assume this is true for everything except Rail repair, but I could be wrong about some of this.
