The Event Text for this Event has not been updated to tell changed added manpower. It still says "100,000 men added to the Soviet manpower pool".

Can't seem to see the new axis unit build menu in the main editor menu of final patch.
Anyone know why?

It should be pretty much the last line in the left collumn of the Main-Tab Menu, "Allow Axis Unit Build: No", this you just need to change into "Yes" (if you find/have the line in your client).
But once activated you further need to mod what can be built in which amounts for what prices and so on.
And don't forget to lock generic data (I think that is mandatory to mod this - not sure).

Wiedrock's correct, you have to lock your generic data if you make changes to make some Axis units buildable in a scenario. Turning the Axis build switch on is the first part, but changing the OB chain data to make specific OBs buildable is necessary in order for there to be any Axis units that can be built. OB data is generic data, thus any changes to the OBs in a scenario file require the scenario to be locked or you'll lose the OB changes whenever you load in the scenario.

I speak much better than I write; both Mandarin and Cantonese. (Literacy is hard!!!)

I gave up with it. So, I learn to write my address and all that. I go to register at the hospital. They have a little box for name and address. But for me to write down my information, they need to attach a whole blank sheet for me to write it down. These days, I just tell someone and they write for me. 哈哈

My last game Axis I had 29 leader deaths in 186 turns, some of which were displacement. That was on the default setting.
Current game have had 2 leader deaths (both very good ones) in 7 turns on the new Reduced leader loss setting.

Maybe it is just bad luck, but what are the %age chances of non combat mortality and is it the same regardless of command level ?

Just bad luck. It's a very small chance, and seems to have a range to enemy component and treats High Command units somewhat differently (that's all I can decipher from the bit of code I can see). As stated in the game option, the small chance is cut in half when using the reduced option. With about 200 leader checks a turn, you never know when/where lightning will strike.
