Question about a contradiction in the manual - SMP

Hello,

reading the manual I found an interesting spreadsheet on page 263 and 486 regarding SMP penalty. The headline is Rail Movement Strategic Movement Penalties.
Unfortunately, both spreadsheets show different digits regarding the SMP penalty. Looking up in the living manual (pages 772 and 392) did not provide any new insights.
What are the correct digits? Any ideas?

Page 486 looks to be correct.
