Do I gain anything by doing this across all unit classes. ie set TOE limit to 95%.

The aim of this is to give placements to understrengh units below 95 rather top up ones 96 to 99% - which dont really need it.
and it takes replacements away from units that are more in need.

Generally speaking, if you are short on manpower in the pool and/or you are short of freight for your front line units, it is a good idea to lower some Max TOEs. This is especially true if you have a lot of equipment in your active production pools. A lot of manpower can go into support squads and rifle squads, so letting these decline a bit in units can free manpower to fill in weakened units or units that are short of ground elements with valuable equipment. Others can (and may already have in the War Room or elsewhere) give you the subtleties and more details to keep in mind, but that's the basic idea. Once the active German manpower pool (or any specific Allied nationality) hits bottom (and even before), it's definitely a good idea to lower some Max TOEs. I'll leave the Soviet side strategies to others. Keep in mind that "bottom" is actually one turn of manpower production as each week the newly produced manpower comes in after the replacement phase and before the air planning phase.

Soviets

All isolated units reduce TOE to 50%. Even if you break the pocket the chances of the unit escaping is close to nil, and you dont want replacements going to a unit that will surrender next turn. Same for all Forts that will be over run

All AA attached to cities reduce to 50%. They hardly play any part in the game other than sucking up badly need equipment, and they cost a fortune to move. Good riddance.

Tank divisions deserve some consideration since the Tank Brigades arrive before the Divisions disbands, and there is usally not enough equipment.

Reduce TOE on all Districts and Fronts that are removed from the game T7 (Clutching at straws)

And you can consider disbanding units that are useless; Tank batts, AT batts etc their TOE % usually hovers around 10 anyway

Dont reduce the TOEs on Army HQs

Maskirovka, when preparing your winter attack. You concentrate your forces without getting noticed.

You can toe 50% units behind lines in large numbers in 1 level supply. Basically unit shells only. This is the fake attack formation and the axis recon think this is where the attack will commence.

Somewhere else, you pack 100% TOE divisions reinforced with inf brigades or ski units, attack HQs with 6 artillery and best generals. They look normal units, but Axis have no clue what is about to come. These units are 6x stronger than the fake ones.
