I think they are moving in the right direction by increasing Romanian morale. They are still pretty much useless but can perform OK if they are the mythical 55 morale Romanians backed up by a German infantry division
Axis minors NM buffed be?

AFAIK, the infantry are still 45. One Rumanian division, the Frontier Rumanian Division got buffed.

During Beta testing, Xhoel whose opinion I greatly respect, suggested kicking their morale above 45, but the devs didn't seem inclined to agree. I happened to support their opinion in that instance and said so. In that sense, I guess I didn't help "the cause" and frankly still have no reason to feel any different today. Here are my latest Rumanian army stats in PvP play.

Image

I play the Axis allies to their strengths, and yes they have some. Parking them in the front line by themselves sometimes can't be helped and yes, the Soviet player takes advantage of it. But there are other things they can do to help the Axis.

Mountain brigades are extremely helpful in the Crimea, particularly on the mountain and rough hexes. One of the two Rumanian armies can actually operate rather effectively in the Crimea during first winter if needed, because blizzard effects and heavy snow are relatively rare with the geography being a major factor. That often means no penalties for the defense and above average supply since the transports can fly in regular snowfall.

Cavalry brigades are helpful everywhere they can go, which is south of the 150 Y-axis, which happens to be where Voronezh is. They can flip hexes, do normal recon, help isolate and kill enemy on-map units.

Act as a secondary line to reduce the effectiveness of Soviet exploiting units.

As long as the low morale divisions have enough manpower to be in a ready state, they can help German regiments hold regions that have some level of fortification. This is true even during winter. It should be pretty obvious that a German unit stacked with a Rumanian one can draw the German leader as the one that fights the battle, and this can ease the issue of weak Rumanian leadership.

It is true Rumania doesn't have the manpower depth Germany does. You have to watch your numbers so that you have enough to replenish the high morale units. If you do that, and most importantly play for the win in 1942, you can make the Axis allies work for you. I have.

+1 axis players need to use allies according to their strengths and not expect them to perform major operations independently. With how many changes to the game that have been helpful to germany, a change as large as buffing allies NM might make the game balance a bit lopsided.

Apparently this is a battle of two incompetent units. They hit each other and both fell unconscious.

0.2 CV cav hold 4.4 CV Romanians.
Soviet cav are the real heroes here.
Also IIRC mountain cav should be like 6 or 8k men so Soviets are barely ready

It is not known what condition the Romanian division is in. Especially considering the winter fines during a snowstorm.

The final CV, yes, takes into account! And that's 0 for Romanians and 1000 for Soviets.

In general, as I understand it, the frostbitten Romanians could not get out of their dugouts to attack, and the small Soviet cavalrymen killed those who could still do it! :)

I see heavy snow and blizzard, not really good weather for attacks in general and Axis in specific

Not my game, but gotta love the results on a soak off attack by the Soviet Cav div before the main attack(even the main attack had decent results) I would take results like this all day long as a German player.
