I just had a HQ displaced and all 11 attached support units were destroyed.

This was confirmed for HQs in a hex where combat takes place and the HQ's side loses. It should be fixed in the next update. However, as far as we know, HQs alone in the hex that are displaced by enemy units moving adjacent do not lose all their support units. If you see that, please post a pre-save. Thanks.

I don't see a mention regarding the promised scaling of the top bar.

I see no reason to install this patch and will continue waiting for the game to be fixed so that it will become playable.
