Western Europe-bombing losses/repairs-written in stone?

Does the more flak/fighters you have in the Western Europe theater box really matter? Example- you have 105% and does that do historical normal damage from Allied bombing? How about if you go up to say 150% the requirement-does that to less damage from the bombing by the USA and Great Britain?
Repairs- If you put many construction battalions in the WE theater box does the damaged items get repaired faster?

Bonus question: Northern Germany-Hamburg-Berlin, etc. If you put fighters there as interceptors does that count for less damage to items and more damage to the bombers/fighters doing the strat. bombing?

The only thing I know is that to assign Construction units to damaged cities that you can control (ie. Hamburg) will help repairing faster as long as they get freight for.


Supposedly to have higher Air % should affect the bombing campaign. But it is not quantified nor has specifics.
I assume (going by pure historical knowledge) Night Air affects Brits and Air affects USA.

I know the answer is incomplete but that's what I know.
