Do Construction Battalions help with Fort level building?

I've read the relevant part of the Manual and was left with the impression that the Non-Railroad Repair Construction Battalions will help defending units build up Fort levels when such Construction Battalions are assigned to the Corp HQ.

Am I correct? Thanks.

Yes that's correct. See section 20.2.2 in the manual for the ranges the different HQ's have to be in for their construction battalions to help with fort building.
