Dumb Question. Soviet NKPS

So on turn 6 as the Soviets I get the 1 NKPS near Leningrad. I know it's valuable but I'm not quite sure how best to use it. I'm not in a position to care about railroad guage yet. So what do I do with it?

Once there is a relatively stable line somewhere, you can always create a super depot with it. Repairing a significant chunk of rail is not in your immediate future.
