Buildup supplies for fortress siege

Does anyone have any tricks for building up supplies in a fortress, particularly one that that is not coastal? For example, say I want to build a fort in Kiev (as the soviets) and buildup supplies for a siege. I've had no luck doing that. All supplies coming in go right out, even with the depot set at priority 4 and the others nearby set at lower levels.

Tips for the german side would be helpful too if different.

Building up supplies in anticipation of isolation does not matter, you will still get isolation penalties even with 60k freight stored in the depot.

Thanks. I understand that. But if the depot is empty, I suspect I'll go down even faster.

The distribution of supplies to isolated units is minimal, so a large depot isn't necessary. However, if units are set to refit for a few turns before isolation, they can accumulate supplies up to 140%, which will sustain them for a longer period.
