Losing Depots and rebuilding manpower

I'm playing with the latest beta.

Today I suddenly realised that my depot at Brest Litowsk has gone and some more as well, but I'm not sure about those. I've never had this before (or I didn't realise it, but that is rather unlikely). There is and was partisan activity in the area, but AGC HQ with about 20.000 men is staioned there. I looked at the manual (though I'm still not into the living manual) but couldn't find anything about partisans blowing up depots. So is this a new feature?

My second question is broader. By rebuilding blown up villages and towns those construction units seem to rebuild 'manpower' as well. I understand rebuilding railway stations and manufactoring facilities, but what is the game idea behind rebuilding 'manpower'. I guess my construction units dont sow dragon teeth and harvest the new workforce on the next morning?

1. Have you by chance pressed the AI depot management button? It is not very wise and often deletes existing depots for no reason.
2. This may count as civilians coming out of hiding in the nearby woods and returning back to the villages.

Thanks, I did indeed use the AI supply button - don't know why though, probably just to find out whether it does a good job or not. But why does the AI delete depots? Puting them on 0 priority would be sufficiant or wouldn't it?

And about the 'manpower'. This could make sense, probably not all the inhabitants of all the villages and towns gladly took the trains east provided by the Soviet government and instead went into hiding.

Do you know whether it's worth reconstructing the manpower in '41?
I always need those RCSU for building and repair railyards and digging trenches. Since I didn't get into the GC that far, it might be worth it on the long run, but I don't know.
