Off-Map Soviet Factories Hosed??

According to the Commanders Report off-map Soviet locations have factories but when I click on the location to see what is there this is what I see:

Are Off-Map Soviet factories hosed or what?
PO2 US Navy (1980-1986);
USS Midway CV-41 (1981-1984)
Whidbey Island, WA (1984-1986)
Naval Reserve (1986-1992)

It's just a display issue with off map locations not showing anything. The factories are in the database and working. You can see them in the ctrl-N factory navigation Panel.
All understanding comes after the fact.
